Kirill Stroganov, head of commercial development at OBIT LLC, also said that many IXP owners have faced deterioration in financial performance due to legislative innovations and the outflow of foreign operators. "For operators, these changes have not particularly affected their presence at points or the stability of the network as a whole," added Kirill Stroganov.

In addition to Law No. 1214072-7, Evgeny Morozov, CEO of MSK-IX, noted laws that affected personal data, online advertising, the activities of hosting providers, and amendments regulating the activities of traffic exchange points that came into force this year.

Alexey Zakrevsky, CEO of GlobalNet LLC (which owns the DATAIX traffic exchange network), noted the trend of regional expansion this year. "Partners are actively developing networks across the country and helping us connect clients interested in peering from the Volga region, the Urals, and Siberia," said Alexey Zakrevsky.

He added that last year there was an increase in imported traffic: “We see this on our own network as well: DATAIX participants actively consume foreign traffic, for example from Telegram, which accounts for about 2 Tbit/s of total network load daily.”
