The draft resolution defines classes of software and databases

The Ministry of Digital Development, Communications and Mass Media has developed a draft resolution of the Government of the Russian Federation, which defines additional requirements for application and system software (SW) included in the unified register of Russian programs for electronic computers and databases.
These requirements include: chile cell phone number list confirmed compatibility with at least one central processor included in the unified register of Russian radio-electronic products or the register of Russian industrial products; the software must operate under at least one Russian operating system that has undergone a procedure for confirming compliance with additional requirements; if the user accesses the software using an Internet browser, it must provide the ability to use at least one Internet browser, information about which is included in the software register.
In addition, the software must comply with the requirements of the Russian Federation legislation on information protection and on the protection of personal data in cases established by the Russian Federation legislation; information support for users must be provided throughout the territory of Russia without restrictions through the use of telephone communications, e-mail and other available means of remote communication of users in Russian around the clock.

Such classes of software include general-purpose operating systems, database management tools, office applications, communications software, office suites, mail applications, organizers, viewers, browsers, presentation editors, spreadsheet editors, text editors, file managers, electronic document management systems, and anti-virus protection tools.
The registry entry provides for adding information on the compliance of software with additional requirements. In addition, the draft resolution proposes to oblige the customer, when purchasing software under 44-FZ, to reject all other applications if one (or more) applications are submitted that meet the requirements of the notification, containing a proposal to supply software that meets additional requirements.
The draft resolution is expected to come into force on July 1, 2023. Discussion of the document will last until December 5, 2022.
