Put several irons in the fire.
Where possible, create parallel paths. What time-consuming but high-impact projects can you start with the client now that may take time to get approved, while you can work on less-impactful tasks at the same time? Having more than one iron in the fire increases the likelihood that you will be able to implement SEO recommendations and achieve measurable results that will entice people to do more work in the future.

Stay strong.
Ultimately, getting your work done is a balance of patience, persistence, communication, and follow-through. There are always a lot of things going on, and bringing your empathy and understanding of the situation, along with a confident approach, can ultimately get projects completed.
