It also provides for a mechanism for forming technology development plans based on proposals from businesses, development institutes, and scientists, and stimulating the implementation of technological policy.

The measures of state stimulation include: budget financing of technology development projects; tax breaks and other preferences; rent breaks for the use of state property; information, consulting and infrastructure support; support for innovation and development of human resources; export support when entering foreign markets and developing these markets, and others.

At the same time, the law extends the so-called "right to risk" to bona fide technology companies receiving support from the state. This reduces the risks for them associated with failure to meet the declared indicators when receiving state support. Reshetnikov called this one of the key innovations of the law.

A transition from short-term to long-term planning in the technological sphere is also envisaged. Technological development plans will be drawn up based on the needs of industries over a 10-15 year horizon, Reshetnikov said.

The law must come into force 180 days after its official publication.
