"There are three key questions. The first: "Who to teach?" Only programmers? Why only them, when there are many other specialists in the IT industry? What's worse than teaching engineers Russian CAD systems - this activity will contribute to import substitution. Will this be taken into account? The second question: "What to teach?" Only programming? Not even all large IT companies have employees who are able to teach development. It seems to me that we need to teach what these companies can do, what they know and what they do. Let's say if companies are engaged in operating systems, or information security, or database management systems, then they can teach this. Finally: "Who will teach?" Employees of IT companies? But universities have requirements for teachers, academic degrees, and they will not allow just anyone to work with students. This means that there must be some requirements for the experience of the one who teaches, or it can be absolutely anyone. The initiative of the Ministry of Digital Development risks turning into a profanation, and no one wants that, because all formats of work of IT companies are built on the principles of efficiency, each company invests funds and sees this return. It seems to me that this should be approached flexibly and avoid equalization," said Kirill Sinitsyn.
