of the law on advertising against the advertiser - student consultant Work 5 and the advertising distributor OOO Yandex. "If a violation is established, the organizations will be brought to administrative responsibility in accordance with the Code of Administrative Offenses of the Russian Federation," the FAS said in a statement.
On June 14, 2024, in a statement, the FAS noted that Yandex had violated the ban on advertising services for writing final qualifying papers.
On November 11, 2018, Federal Law No. 383-FZ came into force, which supplemented the Federal Law "On Advertising": for violation of the rules for distributing advertisements for student paper writing services, a fine of 2,000 to 2,500 rubles is provided for individuals, from 4,000 to 20,000 rubles for officials, and from 100,000 to 500,000 rubles for legal entities.
The FAS has already drawn attention to Yandex's illegal activities. In a statement from the antimonopoly service dated November 20, 2023, it was stated that a citizen had previously filed a complaint with the FAS regarding the advertisement of the Yandex.Plus online subscription: "In the subscription advertisement, the company indicated a lower price for the service with a 44% discount, which did not correspond to reality. When attempting to purchase a subscription at the indicated price, the applicant was denied the purchase. Thus, consumers received incorrect information about the cost of the service."

When asked by a ComNews correspondent what amount of the fine the antimonopoly agency had imposed on Yandex for violating the ban on advertising services turkey whatsapp resource for writing final qualification papers, a representative of the FAS press service did not answer, and in response to a question about how many complaints must be received for the service to consider such a request, he said that one appeal is enough.
Mikhail German, a partner at the Varshavsky & Partners law firm, said that control by the FAS of Russia and its territorial bodies over advertising and its compliance with current legislation has been one of the key areas of activity for the service in recent years, as FAS representatives have repeatedly stated: "The case with the Work 5 service is not isolated. Before that, there were proceedings and administrative liability for banks in the top 10 in the country, mobile operators, and many others. Law firms are no exception, one of which was recently brought to administrative liability for using links to the lawyer status of employees in advertising. In the case of Yandex, which is the largest search engine in Russia and is closely associated with the placement of advertising products, such proceedings are not uncommon. It should be noted that the company itself actively disputes such violations, but the result is often not in Yandex's favor," Mikhail German said.
Pavel Katkov, founder of the law firm Future Legal, noted that these cases are clearly not isolated, otherwise the legislator would not have wasted time and effort on adopting this norm (clause 10 of Article 7 of the Federal Law of 13.03.2006 No. 38-FZ "On Advertising"). He noted that it is not Yandex that is violating the law, but its advertisers: "Which does not relieve it of responsibility as an information intermediary. The development of this institution began in 2013 with the adoption of Article 1253.1 of the Civil Code of the Russian Federation within the framework of the anti-piracy law No. 187-FZ and continues to this day."
Yandex's press service did not respond to a request from a ComNews correspondent.
