The list of sources recognized by the Higher Attestation Commission as authoritative includes more than 2,000 scientific journals and periodicals (Bulletins, scientific notes of universities and academies, collections, almanacs). Of these, only a couple of hundred publications, online journals, belong to the international class.
The utilitarian focus of publication activity is reflected in the quality of scientific articles. In an effort to obtain an academic degree and a high salary, young scientists often publish "raw" works with a large number of compilations. After receiving a doctorate, publication activity decreases. Many professors and academicians become co-authors of young scientists. A small number of published scientific articles, at the request of the Ministry of Education and Science , can become an obstacle for a venerable scientist when elected to the dissertation council of the institutes of the Russian Academy of Sciences, universities and specialized academies.
The main criteria for assessing scientific publications are not classified. The requirements for a doctoral dissertation highlight the scientific value of the work, its novelty, and the practical application of the results. When applied to a separate scientific article, such criteria are vague, and their assessment may be subjective. When publishing an article in journals, the principles of protectionism and the authoritarianism of existing opinions still apply.
