National projects for the development of technological sovereignty and personnel training will be launched in Russia from 2025, Russian Prime Minister Mikhail Mishustin announced.
"The President announced large-scale, breakthrough goals during his address. "In order to achieve independence in a number of sensitive areas, new national projects of technological sovereignty and the national project "Personnel" must be launched starting next year," he said during a strategic session on extending national projects until 2030.

Transneft-Logistics and DropCat have been working on the project since 2020. At that time, the Russian Ministry of Transport began an experiment to test the ETrN and electronic waybill (EPL) in freight road transport. Transneft-Logistics issued the first productive electronic waybill through DropCat in August 2022.
A representative of the press service of Ediweb, the vendor of the DropCat logistics service for Transneft-Logistics, did not disclose the details of the project, but announced the indicators that the company achieves on average in similar projects. According to him, electronic document management (EDM) helps to reduce the time for document processing from an average of 10-15 minutes per document to a minute or two. In addition, the transfer of documents between counterparties occurs instantly, and without EDM it can drag on for several hours or days. The specialist also noted that the total costs for one paper document are about 200 rubles, and the electronic equivalent is 10 times cheaper.
Deputy General Director for Development of the Delovye Linii Group of Companies Dmitry Khrushchalev told ComNews that electronic document management with contractors helped Delovye Linii reduce the cost of transportation: empty runs were reduced by 5%.
At the same time, according to Kirill Semion, General Director of the ANO "National Competence Center for Information Systems of Holding Management" (NCC ISU), the cost of implementing EDI is relatively low. "In essence, this is an additional frontend, and therefore does not require a radical reworking of basic IT solutions," said Kirill Semion.
A representative of the Ediweb press service explained that employees usually switch to EDI easily. "The carrier needs to register in the web service, which takes five minutes at most, enter the details, and then documents can be accepted," the representative of the Ediweb press service answered the question of whether companies encounter resistance from employees when switching to electronic document management. "This market segment is ready to master EDI, which was ultimately demonstrated by the results of the project. The customer sends almost the entire array of forwarding documents electronically. And this does not cause rejection, but is perceived as a normal order of things."
