Prospects for implementation

World trend
Today, the use of AI-based solutions in the field of economics and public administration is a global trend that is reflected in various countries around the world. For example, Russians may encounter technologies based on artificial intelligence when visiting the State Services portal: one of such solutions is the robot Max, the portal's digital assistant.

— Its algorithms use NLP costa rica whatsapp number database technologies for natural language analysis, — says Konstantin Shulenin. — They help to immediately direct users’ requests to the relevant department or even find an answer to them.

In addition, according to Izvestia's source, artificial intelligence is used within the Russian Smart City system, designed to optimize the resources of city services - this ensures the greatest convenience for city residents. AI is also used in Russia to analyze road traffic and monitor public order.

If we take foreign experience of using AI in public administration, Konstantin Shulenin cites Sweden as an example, where the Vision Zero concept is presented. It includes four main components: vehicle technologies, services and safety measures, management and control, and infrastructure. Each of these components contains practical solutions that together ensure road safety and reduce the risk of fatalities to a minimum.

— In Singapore, AI-based technologies analyze passenger traffic, optimize routes and public transport schedules, — says Svetlana Vronskaya, an expert in the analytical solutions department of the KOURS Consulting Group of Companies.

In cities in Spain, AI manages street lighting and traffic, automatically adjusting streetlight brightness to current conditions and optimizing traffic flows to reduce congestion, she said. And in China, AI is widely used in video surveillance systems to improve public safety, recognize suspicious activity, and help investigate crimes.

According to experts interviewed by Izvestia, artificial intelligence-based technologies have great potential for implementation in Russia. For example, work is already underway to improve access restrictions to phishing resources on the Internet based on the Anti-Phishing content blocking system launched by the Ministry of Digital Development in 2022, says Konstantin Shulenin.

— There is also a system for automatic search of illegal content "Oculus", which uses computer vision technologies, — the specialist says. — With the help of AI, more and more voice assistants and online chats are being automated, which in the future will allow Russians to receive information more quickly.

Another promising area of AI use at the state level is related to biometric analysis systems. According to Konstantin Shulenin, such systems, due to increased accuracy and speed of analysis, will be able to help Russian law enforcement agencies quickly identify suspects in crimes, prevent various threats and maintain public order in the near future.

At the same time, according to Timur Faizov, an expert at the Association of Lawyers of Russia, the use of technologies based on artificial intelligence can be useful in identifying various contradictions in Russian laws. Faizov notes that we are talking about a huge layer of problems that, due to the limitations of human capabilities, can only be detected in practice.

“The use of AI will help optimize legislation in terms of identifying outdated and duplicate legal norms, conflicts between them, and controversial wording in regulatory acts,” the expert predicts.

However, the key problem of using artificial intelligence systems in public administration remains the lack of a clear understanding of what regulatory conditions are necessary for the use of such technologies when making legally significant decisions. And Russian legislators have yet to solve this problem, the expert concludes.
