n January 12, 2024, methodological recommendations appeared on the website of the Ministry of Digital Development, according to which by January 1, 2025, government agencies and state-owned companies will be required to completely switch to domestic operating systems, virtualization tools, office software and basic security tools. For database management systems (DBMS), the transition period is set for a year later.
The industry considers these deadlines to be extremely strict. For example, at one of the round tables of banking system developers, which took place at the end of 2023, the minimum period required only for creating products on an import-independent technology stack was estimated at two to three years.

How far have we come?
In other software classes, the situation does not look so dramatic, and the share of Russian products is already quite large. Thus, Ivan Neshin, head of the backend development department at SimbirSoft LLC, estimated the share of domestic software used to solve various problems in the public sector at about 75%, while the share of Russian solutions in the field of information security or office applications is even higher. Nevertheless, in his opinion, there are also problematic software classes: "In my opinion, the established deadline for the full replacement of foreign engineering and calculation software, such as CAD systems, sounds very optimistic. Although work in this direction is actively underway, the shortage of qualified personnel and the lack of experience in developing such systems leads to an increase in the development time."
PR Director of Trukonf LLC Arsen Martirosyan estimated the share of domestic videoconferencing systems in the Russian public sector at more than 90%: "In the sphere of corporate video communications, mature domestic solutions are available that can functionally replace products from Microsoft, Cisco and Zoom."
Alexander Vakhit, Director of the Strategic Vendor Development Department at Softline Group, gives a more cautious assessment. In addition, in his opinion, one should not underestimate "paper" purchases when the software is not actually used: "More than half of customers from the public sector have already purchased Russian software with the intention of deploying it at workstations. However, many of these purchases are made "on paper" and are not actually implemented at real workstations. The share of unused Russian software purchased for government needs remains unclear, since it is objectively difficult to control the exact volumes."
However, Alexander Cherny, IT infrastructure architect for the Strategy of Transformation practice at Reksoft Consulting, gives more conservative estimates: "According to research data from Strategy Partners for September 2023, in the operating systems segment among companies with state participation, the share of software from Russian manufacturers is currently no more than 30%, with a forecast of increasing to 60% by 2026. In the office software segment, the current share of domestic software is estimated at less than 20%, with a forecast of increasing to 80% by 2027."
Sergey Artemov, Director of Development of the eXpress Corporate Communications and Mobility Platform, cites data according to which the share of Russian OS and office applications at 50% was reached in 2022: "The import substitution process is uneven in different sectors of the economy and different areas of software. In particular, according to the updated roadmap for the development of "New General System and Application Software", which the Ministry of Digital Development developed in mid-October 2023, in 2022 the level of implementation of Russian general system and application software reached 50%."
