The first meeting of the Commission on Cloud Technologies, Hosting and Information Security, established at the Regional Public Center for Internet Technologies (ROCIT), was devoted to ensuring the security of remote electronic voting (REV). According to the Central Election Commission, 3.77 million people took advantage of the opportunity to vote remotely on the single voting day on September 10, 2023. In 2024, this number will reach 10 million, and residents of 30 constituent entities of the Russian Federation will be able to use REV.

He called the increased requirements for election observers, who must not only understand how the election process is conducted, but also have a certain level of technical training, an objective difficulty in ensuring trust in the DEG. Anton Lopatin also noted that voter data must be constantly updated: about 20 million changes of one kind or another occur every year, so comparing the voter register with the data of the "Gosuslugi" portal is a difficult task.

Artem Izbaenkov, Director of Cybersecurity Development at EdgeCenter, called for proactive action to stay ahead of attackers and be ready to respond to new challenges, such as the growing power of DDoS attacks or the use of deepfakes for information manipulation. He also emphasized that deepfakes can be distributed not only by ordinary people or bloggers, but also by the media, which increases the effect of the attack. Artem Izbaenkov proposed creating special mechanisms for monitoring and controlling the activity of potential attackers. Moreover, these mechanisms should work constantly, and not only during election campaigns, and at the same time with the use of digital risk protection (DRP) technologies, in particular, tracking activity on various types of hacker resources, including non-public ones.
